The President of the Provincial Council of Alicante, Luisa Pastor, inaugurated in the auditorium of the MARQ The 'Conference on Central Procurement in Provincial Councils' was attended by presidents, deputies, mayors, councillors, local officials and staff of local authorities and the public sector. The aim of this meeting was to address, by accredited experts in the field, the technical rationalisation of procurement and the use of central procurement offices.
In this initiative, organised by the provincial institution in collaboration with the Fundación Democracia y Gobierno Local, specialists in administrative law and in the management of provincial framework agreements explained how to use procedures that, due to economies of scale, make it possible to obtain favourable results in terms of services and costs.
This service is part of the provincial assistance and cooperation with municipalities, which is the main purpose of the Diputaciones,explained Pastor, who pointed out that To date, 74 town councils, more than half of the 141 localities that make up the province, have joined the Alicante institution's contracting centre, a figure that we hope to increase.
The Central Procurement Office of the Diputación de Alicante has processed two files relating to the supply of electricity and the insurance framework agreement. The President stressed that these two contracts will provide adequate technical and economic performance for the municipalities.
Objective of the plants
The purpose of the central procurement offices is, on the one hand, to provide technical assistance to local entities, especially those with less economic and management capacity, in the exercise of their powers and, on the other hand, to provide a centralised procurement service to the entities and bodies dependent on the Diputación in order to achieve greater economy of resources.
The local councils that join this initiative are attached to the provincial institution's Municipalities Assistance Service and can participate in specific procedures that are of interest to them in order to facilitate savings in the provision of a specific service, supply or work.
